jon: you go, mila! we begin with a fox news alert out of seattle. police there are searching for a gunman who walked up to a parked car last night and shot four people, killing one of them. rick folbaum is watching the breaking news for us today. rick: unbelievable, this guy simply walked away after the shooting and one of the victims we're told, a 19-year-old woman who was pregnant, and you said there were three other victims as well, a 16-year-old girl, a 20-year-old man, and a 17-year-old boy, all of whom are expected to survive, and all four victims either sitting in or sitting on the hood of parked cars, three different cars in a neighborhood in south seattle, and here's the description that the police are giving right now, a black man, 6-foot one, in his 20s, stocky build, wearing a white t-shirt and black hooded north face jacket, his hair, in corn rows. there is a local report, we should tell you, that police have someone in potential, the potential suspect they're talking to, but anyone with information about the case is asked to call 911 or the seattle police homici

"happening now," capitol hill gridlock just days before a default deadline. right now there is no bipartisan teal on the table and no vote today on house speaker john boehner's plan to raise the debt ceiling. august 2nd is just six short days away, and that leaves the very real prospect of default or a credit downgrade. can washington make a deal? wendall goler, our senior thousands foreign affairs correspondent be live on the north lawn for us now. >> reporter: more tough news today from the congressional budget office which says both of the leading plans from republicans and democrats to cut the deficit and raise the debt ceiling fall short of what their authors claim. senate majority leader harry reid's plan would actually cut half a trillion less from the deficit than he says it would, house speaker john boehner's plan falls about $350 billion short. boehner has canceled plans for a vote on his proposal today and gone back to the drawing board, and since he has promised to cut the deficit more than he raises the debt ceilin
're with us, i'm jenna lee. jon: and i'm jon scott. new developments in the drama that grips capitol hill and the white house. dueling plans are out now on raising the limit to our nation's credit card and reducing the deficit. wendall goler, our senior foreign affairs correspondent, is live on the north lawn. wendall? >> reporter: jon, starting today house republicans will begin trying to sell their proposal to cut the deficit and raise the debt ceiling to democrats, and if they don't, democrats in the senate will then try and sell their plan to republicans. the chairman of the president's national economic council says mr. obama's address to the nation last night was a warning that democrats and republicans aren't even close. >> what the president was trying to do was let people know that we really are at a stalemate, that we have, that nothing is coming out of congress that is likely to pass be both houses and that this is a time where we as a country have to come together and have compromise and have bipartisanship. >> reporter: saturday was the last time the president and can congres
you. jon: we still have debt deadlock on capitol hill with the default deadline just eight days away now. congressional leaders are still struggling to hammer out some kind of a deal, one that would raise the limit on our nation's credit card while cutting trillions of dollars in spending. house speaker john boehner may unveil his own bill today. harry reid said it would be a nonstarter. wendell goler is live on the north lawn with more. >> reporter: speaker boehner's plan would take the spending cuts agreed to before talks with vice joe biden broke down and raise the debt ceiling a little less than that. it would satisfy the speakers bottom line which is cutting spending more than the debt ceiling is raids but we'd have to go through this all over again by the end of the year. the speaker said yesterday it would solve the immediate crisis. >> there is going to be a two-stage process. it's not physically possible to do all of this in one step. having said that, chris, i know the president is worried about his next election, but my god shouldn't we be worried about the country? >> rep
morning. hi, everybody, i'm jenna lee. jon: and i'm jon scott. dramatic new developments in that debt standoff in washington, and we are all over them. president obama speaking just moments ago urging republicans and democrats to reach some kind of compromise. he's warning the u.s. will lose its top credit rating if it falls into an unprecedented default. jenna: and it could lose that rating anyway. that's something we've been hearing a lot this week, that despite some of the decisions made in d.c., we could still see a downgrade. now, the political standoff as we know it is escalating this hour. a senior gop official, a house aide, i should say, telling fox news that house republicans will pass their debt plan today. we thought that yesterday. we'll see if it happens today. a bill that senate democrats say is dead on arrival, though, as they move ahead with their own debt limit bill setting up a showdown vote really for this weekend. ahead of that host of your world, neil cavuto, is live on capitol hill with his observations about what's happening down there in d.c., neil. first of a
you're with us on this important day, everybody, i'm jenna lee. jon: and i'm jon scott. doug mcelway is keeping an eye on these developments live on capitol hill. what's going on right now, doug? >> reporter: well, jon, this plans to be a very, very big day, indeed. one of our producers on the house side was just standing outside a republican caucus meeting, and one of the last things he heard was some voice, he doesn't know who, saying, all right, let's go out there and kick the blank out of them, that after speaker boehner admonished his caucus to get their as in line, rhyming with basses. beginning at 12:30 this afternoon, the first of debates and votes, the first on a rule itself. assuming that passes, it moves on to debate of the boehner bill. what are the chances of passage? we've got a graphic you should keep in mind as you watch the debate this afternoon. there are 240 republicans, boehner needs 217. he can only afford to lose 23, and if it passes the house, it's going to pass by a squeaky, close margin if it does at all. it faces a highly uncertain future in the senate,

for joining us everybody. jon: "america live" starts right now. martha: we start things off this afternoon with this fox news alert on the dueling debt plans that are now emerging on capitol hill at this hour. we've got eight days to go until the united states hits this default deadline. republicans and democrats today, now introducing some new plans that they say they believe will save america from financial catastrophe. welcome on this busy day to live hraoeufrbgs everybody live, everybody, i'm martha maccallum in for megyn kelly. what has unfolded so far in the most dramatic 72 hours of this crisis yet. you have last friday at 6:00pm house speaker john boehner said he ended negotiations with president obama on the grand bargain. on the same evening president obama accused boehner from watching away from a deficit deal they arrived at, ordering leaders from both the house and senate to come become on saturday morning to the house for negotiations. then you got to saturday. boehner then announced that he wanted to raise the debt ceiling eye 2:00pm on sunday. we know that never happened. l
ceiling. here is senator jon kyl's take on where things on. >> three months ago the president insisted on a clean debt ceiling extension. clearly we will have a significant amount of spending reductions in this proposal. the second thing was he insisted on revenues as he called them. tax increases. there will not be tax increases in this proposal. >> bottom line, the most liberal members are not going to be happy with the details they hear. some of the tea party folks will not be happy with the details they hear but they are trying to find a compromise and obviously the clock is ticking. >> shannon: thank you very much. what does happen if the nation fails to raise the debt ceiling by the deadline on tuesday? nobody really knows for sure. most experts agree the country may not have enough money to pay all of its bills and that means $23 billion of social security checks set to go out on wednesday could be in jeopardy. bondholders will still get paid but that will come at the expense of unemployment, medicaid and defense spending. and you are looking live at the senate floor. a cloture
